Project: Ashanti House Operator/Leassor
The Ashanti Fire House, located in Louisville’s historic Parkland neighborhood, is a culturally significant site that once served as a fire station and later evolved into a community hub. The Office of Housing and Community Development is seeking a qualified nonprofit organization (501(c)(3)) to lease, operate, and manage the property located at 1150 South 28th Street for use as a community-centered facility.

When would the Landbank issue a CIS?
Most Landbank properties are small and residential in nature and are suitable to sell through the current Landbank sales programs. From time to time, the Landbank acquires property higher in value or that has the potential for large-scale redevelopment. This can include larger parcels, multiple adjacent parcels, commercially zoned lots, or properties historic in nature.
Why does the Landbank issue CIS's?
The Landbank issues CIS’s in order to prioritize the importance of the end use to the community. With the CIS process, all kinds of proposals can be submitted – retail, residential, multi-family, commercial, social service centers, incubators, etc. Due to the variety in proposals for each site, each one will be reviewed to find the best possible, most feasible project to benefit the community.
What is involved in an CIS?
A strong CIS response will demonstrate a clear benefit to the community and will include a site plan, renderings of the planned development, estimated budget, timeline, proof of funds, capacity to complete project, and letters of support from community residents. Most CIS’s will have a deadline of 30-60 days from the launch date to submit a proposal.

Community Impact Solicitations Projects
Revitalization of the historic Bourgard College of Music and Arts.
This project was part of a Landbank Community Impact Solicitation and was successfully completed in the summer of 2025, culminating in a ribbon-cutting ceremony on July 17, 2025.
Ashanti House Phase 1
Louisville is investing $1 million to rehabilitate the historic Ashanti Fire House at 1150 S 28th St, with Phase 1 focusing on interior demolition and stabilization to make the building functional. This project in the Parkland neighborhood, supported by the West End Community Development fund, aims to turn the former fire station into a sustainable nonprofit/community space.
